Waste Toner

How should the waste toner to be removed?

We have a nice copy in our workplace, but occasionally the toner cartridge residual is filled. What is the proper way to dispose of this ... someone just dumped the toner used in the trash today and the bag is filled with soot. This can not be good for the environment! I think Smokey the Bear would maul who did it. But seriously, does anyone know the protocol for this?
