What are the disadvantages of going to their country of origin by IOM (voluntary return program) in the UK?

IOM is the Organization International Migration. if someone who is an overstay decides to go home with this program, there are some drawbacks like not being able to visit the UK for a number of years? It's also a glorified way repartration? I just have to understand the program and what it represents. thanks.

My friends in Iraq can not go home under any circumstances if they do then the UK dont allow to return
