Panasonic Toner

I have a Panasonic laser fax .. just changed the toner and prints line up and dirty.?

He tried to clean as instructed, but the same. Realize that the green color toner surface is dirty. Clean, but not helpful. What is needed to correct?

A large number of variables here ... What is the model of the machine? For example, a Panasonic Model KX-FA84 drum cartridge has a separate and lines can be caused by the drum. You spoke of the copies are aligned and dirty. Impressions are internal and incoming faxes aligned too? If so, then your machine, you probably need a cartridge drum or on rare occasions with Panasonic fax a fuser.
