How to recycle white office paper?

I am investigating and trying to start a recycling program in my office. I see that separates the paper in two trays office (white paper and mixed paper, low grade). If you have color in the office letterhead makes it even go in the white tray? One site said that if the document Non-blank that has to go out mixed? This does not seem right?

In our recycling site, there is a bin for a simple white office paper and one for spam. I put all the colored paper into the tray of junk mail.
