What is a good start cheap electric battery?

I have been searching the internet for a decent drum kit for a while and realized that a normal battery would be too high for the place we live So I wanted a battery ... I'm not sure what good brands are, and what appoint a beginner electric battery. I know that you can add the samples to some pills too, and wondered if that was something that could make any set of drums. Anyway, thank you very much in advance.
